As the Intervention Brigade and MONUSCO’s headquarters moved into Goma, fighting continued to the north into October 2013. In late October, the FARDC, backed heavily by the Intervention Brigade, stormed and overtook M23’s main base in Bunagana. This singularly critical action drove Makenga and Bisimwa to surrender to the Ugandan military in early November 2013.42 On November 5, M23 signed a declaration that it would terminate the rebellion and transform itself into a political party. The agreement only granted amnesty to M23 members for “acts of war and insurgency.”43 The government of the DRC signed the declaration the following day.
